Project Partners
Project Gaia represents a unique collaboration led by NOC and Pavilion Renewables as the main partners, with local support from SOC, AGOCO, and Etihad Petroleum as project partners. This partnership enhances environmental outcomes, demonstrates technological leadership in sustainable oil recovery, and ensures local content and employment opportunities for Libyan communities.
The National Oil Corporation:
The National Oil Corporation (NOC) of Libya leads the country’s oil and gas exploration and production, holding vast reserves that include significant untapped natural gas potential. NOC is committed to a sustainable future, prioritising environmental responsibility and community welfare. It aims to produce 2-3 million barrels of oil per day while fostering innovation and creativity. As Libya’s largest employer, NOC not only creates jobs within its organisation but also drives community development initiatives to improve the lives of all Libyans. Through partnerships with international stakeholders, NOC strives to make a positive impact globally, supplying affordable energy to Africa, Asia, and beyond.
Pavilion Renewables:
Pavilion Renewables transforms harmful industrial wastewater into valuable renewable resources using world-leading sustainable resource recovery technology. With a focus on turning environmental challenges into economic opportunities, Pavilion helps industries meet their ESG commitments while achieving regulatory compliance. Pavilion’s Build-Operate-Transfer (BOT) model and modular, self-powered systems make sustainability accessible across multiple sectors, including Oil & Gas, Mining, Desalination, and Domestic Water Utilities. Together, Pavilion and its partners are creating a better future for communities, economies, and ecosystems—because every drop counts.
Sirte Oil Company:
Sirte Oil Company (SOC) is a key subsidiary of NOC, headquartered in Marsa Al Brega, Libya. Originally established in 1981 as ESSO Standard Libya, SOC was the first to discover oil in commercial quantities at the Zelten Field in 1959. SOC focuses on oil and gas exploration, production, and the manufacturing of industrial installations along the Libyan coast. SOC is committed to optimising the use of Libya’s petroleum resources while contributing to the country’s economic growth. As part of Project Gaia, SOC leverages its extensive infrastructure and expertise to support sustainable oil recovery and community welfare.
The Arabian Gulf Oil Company:
The Arabian Gulf Oil Company (AGOCO) is another vital subsidiary of NOC, based in Benghazi, Libya. Engaged in crude oil and natural gas exploration, production, and refining, AGOCO has roots dating back to 1971. With more than 99% of its 6,000 employees being Libyan nationals, AGOCO plays a crucial role in local employment and economic development. AGOCO is committed to sustainable operations that balance profitability with health, safety, and environmental management. Their dedication to minimising environmental impacts and adhering to high standards of HSE practices ensures AGOCO remains a leader in Libya’s energy sector.
